Cities and Nations

In the US Government, similar to Rome, the issue of representation has been divided between the two bodies, one to preserve the rights of the resource holders and the other to promote the welfare of the growing population. In today's information filled world the division is between the holders of the wealth of natural resources and the holders of the wealth of technology. The two body system has worked well and now we should implement it on a global level, but in a new way.

Nations control natural resources that are finite. We know that we will eventually exhaust the earth's reserves of fossil fuels and deplete the natural food stocks within a few generations. However, the pace of knowledge growth and its associated technology, exemplified by the City, gives us confidence that we can resolve these looming problems.

What we need is a framework for political resolution. One that enables the two reigning forms of wealth to each have a suitable legal and social vehicle to pursue their just goals. A new body is needed to direct the power and energy of humanity to move past the barriers of limited resources.

The United Nations needs to be joined by an Assembly of Cities. Not just cities, but an assembly of a new form of city that emerges from the variety of resource consuming interests that is the modern city. What is needed is a new type of organization for a new form of city, a city within a city.  These will be special development zones created by national treaty, national, state, county and municipal laws, designed to streamline the rules for commerce and development along guidelines for sustainability. These zones will be owned by the cities and populated by their citizens, but will represent a global standard of citizenship and responsibility to the future. It will be through each MetaCity Special Development Zone that representatives to the Assembly of Cities will be chosen by public vote.
